Paying in advance fixes the maximum: whatever happens, the bill is the plan. The cost is elasticity, since capacity bought is capacity paid for whether or not it is used, and a traffic spike is a problem to solve rather than an invoice to swallow. For anyone working to a budget it is the safer arrangement, and it is the older one — most of the hosting industry was built this way.
