Does hosting in Japan decide which law applies?
No. The region is where the servers run. The contract is with a company, and the country it is based in decides which courts and authorities can reach the data. A provider from elsewhere can run servers in Japan. For personal data, check the data processing agreement too.
Who is the best hosting provider in Japan?
We don't know. A static portfolio and a busy shop need different things from a host, and so do a freelancer and an agency with forty client sites. Nobody pays to be listed here and the order is alphabetical. The guide covers what to compare.
