A headquarters is where the company is rather than where the hardware is, and the two come apart often: a contract is signed with a legal entity and a court order is served on one, so the country behind the invoice decides whose law applies and which authority can compel a disclosure. A provider based in one country may operate in a dozen, and some operate in none of their own because they resell another company’s racks.
