## Notes

Qovery is a Paris company that has repositioned from a Heroku-like deploy tool into a control plane over CI/CD, Kubernetes, Terraform, secrets and monitoring, explicitly designed for coding agents to drive.

**Criterion 3 — public pricing — fails outright.** The Team and Business plans are labelled "Usage-based pricing" with no figure attached and Enterprise is "Custom pricing". No number for any plan is published without an account, which is exactly what the criterion excludes.

**Criterion 1 also fails**, and more fundamentally. Qovery's own documentation states that applications run in the customer's AWS, GCP, Azure or Scaleway account, on clusters the customer owns; Qovery is the control plane on top. It provides no infrastructure of its own, so there is nothing here that hosts an application. This is not a bounded search — both failures are stated on the company's own pages, and neither would be reversed by finding more evidence.
