An SLA does not keep a server up. It states what is owed when the server was down, and that varies far more than the percentage does: sometimes a schedule of credits against the next invoice, capped at the month's fee and claimed inside a deadline, sometimes no remedy named at all. The flag is a yes or a no because the percentage is not one number — a host that publishes an SLA usually publishes several, one per product, and can commit to 99.5% on one machine and to nothing on another. What it says is that a figure is in the contract, which a figure on a marketing page is not.
