# Audience

Who the provider is selling to. This is how support is staffed, whether there is a contract to negotiate, if an invoice can satisfy a procurement department, how much hand-holding the documentation assumes. Two providers can run the same software for the same kind of site and be completely unusable for each other's customers. This is why it is a separate field from [use case](/use-cases/). A CMS is a CMS whether it belongs to a freelancer or a ministry; the purchasing, the compliance paperwork and the escalation path are not. A freelancer is the smallest kind of business, and whether a platform expects a developer is a question of [category](/categories/).
